Government at a Glance
Government at a Glance is a governed public reader, not an estimate or forecast. It displays only explicitly published and verified, versioned Government snapshots for the exact us-federal-state scope. No hard-coded or estimated political totals are substituted when a record or database dependency is unavailable.
Published snapshots may cover U.S. House composition, U.S. Senate composition, state governors, vacancies, special-election context, and separately published historical periods. Internal existence is not publication: a snapshot must be explicitly published, explicitly verified, effective for the public scope, and backed by eligible source records.
Every publishable section retains an HTTPS source URL, issuing authority, effective date, retrieval date, verification date, methodology reference, freshness and availability states, and a SHA-256 integrity checksum. Source labels identify who issued the record; they do not erase conflicts or corrections.
House categories must reconcile to the chamber’s 435 seats, and Senate categories must reconcile to 100 seats. Occupied seats are derived separately from vacancies. Democrats, Republicans, Independents, Other, Vacant, and Unresolved remain distinct categories. Numeric zero is valid published data; it is never treated as missing.
An invalid or non-reconciling section is withheld without erasing separately valid sections. Missing governor records become unresolved rather than guessed. Missing, unavailable, stale, conflicting, vacant, and unresolved remain visibly different states; Capitol IQ does not impute a political value to close a gap.

Sources are classified as current, stale, or unknown. When policy permits, stale source-backed values remain visible with an explicit warning. Future-effective or future-published snapshots are excluded from the current public reader.
A comparison period appears only when a separately governed historical snapshot has been published and verified. The client does not manufacture a historical series, backfill a missing period, or use static historical composition values.
Snapshot limitations remain attached to the published period. A source error is an error in an issuing record; a Capitol IQ processing error is an error in collection, transformation, reconciliation, or presentation. Both can be reported through the correction and support process, with prior versions preserved.
A successful /api/v1/government response returns the governed snapshot DTO and its overall availability. A partial response preserves valid sections and labels degraded ones. An unavailable or database-failure state returns a fail-closed service response; it never substitutes fixtures, cached sample totals, or predictions.
